2026 Shanghai Municipal Government Scholarship Details
The Shanghai Municipal Government Scholarship for International Students was created by the Shanghai Municipal People’s Government to support international students studying in Shanghai.
The scholarship has two categories: Category A and Category B.
Category A is a full scholarship. It covers tuition fees, accommodation, living expenses, and comprehensive medical insurance for the full study period. It is available for undergraduate, master’s, doctoral, and undergraduate preparatory programs.
Category B is a partial scholarship. It covers tuition fees and comprehensive medical insurance for the study period. It is available for undergraduate, master’s, and doctoral programs.
Applicants apply directly to universities in Shanghai that accept this scholarship. Each university manages the admission process based on its academic programs.

Eligibility Requirements for the Shanghai Municipal Government Scholarship 2026
- Applicants must be foreign nationals and in good health
- Undergraduate applicants must have completed high school and be under 25 years old
- Master’s applicants must hold a bachelor’s degree and be under 35 years old
- Doctoral applicants must hold a master’s degree, have strong academic ability, and be under 40 years old
- Undergraduate preparatory applicants must hold a high school diploma or higher, have a pre-admission notice, and be under 23 years old
- Applicants must have excellent academic performance
- Applicants must usually hold at least HSK Level 4 and meet the language requirements of the chosen program
- Applicants must meet the specific requirements of the applying university and major
- Applicants must not be receiving any other Chinese government scholarships
