- Have a domicile of origin outside the EU/EEA, Switzerland, and the United Kingdom.
- Have received an offer of a place as an international, fee-paying student in a full-time, in-person course at an eligible Irish higher education institution for either:
- a taught master’s degree program which is at least one year long.
- a postgraduate diploma at NFQ level 9, which is at least one year long.
- a research program (i.e. research master’s or PhD) which is at least one year long.
- Not previously held a GOI-IES scholarship.
- Not a Russian or Belarusian citizen.
