Eligibility Requirements for the ADB-Japan Scholarship Program 2027

To be considered for the ADB-JSP, applicants must meet all of the following criteria:

  • Must be a national of an ADB borrowing member country and a Japanese ODA scholarship-eligible country. Check here
  • Must not hold dual citizenship of any developed country
  • Must have gained admission to an approved Master’s programme at one of the 27 Designated Institutions
  • Must hold a Bachelor’s degree or equivalent with a superior academic record
  • Must have at least 2 years of full-time professional work experience acquired after obtaining a university degree at the time of application
  • Must have strong proficiency in oral and written English
  • Must be 35 years old or younger at the time of application (age waivers may be granted in exceptional cases with the endorsement of the Government of Japan)
  • Must be in good health
  • Must agree to return to and work in their home country for at least 2 years after completing the scholarship
  • Must not be an Executive Director, Alternate Director, staff, or consultant of ADB, or a close relative of any such person
  • Must not be a staff member of any ADB-JSP Designated Institution
  • Must not currently be living or working outside their home country
  • Must not already be enrolled in a graduate degree programme

The ADB-Japan Scholarship Program is open to citizens of the following 40 developing member countries of ADB: Afghanistan, Armenia, Azerbaijan, Bangladesh, Bhutan, Cambodia, Cook Islands, Federated States of Micronesia, Fiji, Georgia, India, Indonesia, Kazakhstan, Kiribati, Kyrgyz Republic, Lao PDR, Malaysia, Maldives, Marshall Islands, Mongolia, Myanmar, Nauru, Nepal, Niue, Pakistan, Palau, Papua New Guinea, Philippines, Samoa, Solomon Islands, Sri Lanka, Tajikistan, Thailand, Timor-Leste, Tonga, Turkmenistan, Tuvalu, Uzbekistan, Vanuatu, and Viet Nam.

Each institution sets its own intake dates and application deadlines. Applicants are strongly encouraged to apply at least six months before the intended programme start date, as most institutions have rolling or early-closing deadlines.

Recipients of the ADB-JSP enjoy a comprehensive and fully funded package covering all essential academic and living costs:

  • Full Tuition Fees — complete coverage of all tuition and programme fees for the duration of the scholarship
  • Monthly Subsistence Allowance — including housing support throughout the study period
  • Books and Instructional Materials Allowance — to cover all academic study resources

  • Travel Expenses — return airfare from home country to the host institution and back

Duration: The scholarship is awarded for one year, with the possibility of extension to a second year subject to satisfactory academic performance. The maximum scholarship duration for a Master’s programme is two years.

Please note: The ADB-JSP does not cover expenses for the scholar’s family, extra-curricular courses, additional travel during the study period, field trips, workshops, internships, or the purchase of personal educational equipment such as computers.

How to Apply for the ADB-Japan Scholarship Program 2027 in Asia and the Pacific (Step by Step)

  • Choose your institution and programme — review the list of 27 partner institutions and their approved fields of study to identify the best match for your academic background and career goals. Click here
  • Request information and application forms directly from your chosen institution — visit the institution’s website or contact the admissions office
  • Prepare all required documents, which typically include academic transcripts, degree certificates, proof of work experience, income tax return or salary certification, family income certification, English language proficiency proof, and the completed ADB-JSP application information sheet
  • Submit your application to the chosen institution — not to ADB directly. Indicate clearly that you are applying for the ADB-JSP scholarship alongside your admission application
  • Institution screening — the institution will review, score, and rank all applicants based on its own criteria aligned with ADB eligibility requirements, and may contact you for further information
  • ADB review and endorsement — the institution submits its ranked shortlist to ADB, which recommends awardees for approval by the Japanese Executive Director
  • Award notification — successful candidates are informed by their institution and receive a congratulatory letter from ADB via the university

Important: No separate or direct application to ADB is required. All applications must go through the chosen partner institution. Submitting incomplete or inaccurate documentation may result in disqualification or termination of an award if discovered later.
