2026 Commonwealth Foundation Grants for Civil Society Organisations | How to Apply
The Commonwealth Foundation open grants call is closed and will reopen in September 2026. When it’s live, it funds not-for-profit civil society organisations up to £60,000 to run projects that get civil society genuinely engaging with government decision-makers, across health justice, freedom of expression, or climate justice.

About the Grant
The Commonwealth Foundation funds constructive engagement — projects that get civil society organisations into real conversations with decision-makers about policy, not just service delivery on the ground. That distinction matters more than it might first appear: this call won’t fund an organisation for distributing medicine or building water infrastructure, no matter how worthy the cause, because the Foundation’s specific interest is in strengthening civil society’s voice in governance itself. Every application must fall under at least one of three priority themes, and the Foundation actively encourages organisations to explore where those themes overlap — a project on freedom of information laws that improves public access to environmental data, for instance, touches both freedom of expression and climate justice at once.

The Three Priority Themes
Every application must address at least one:
- Health Justice — projects supporting civil society engagement with government on universal health coverage, equitable access to health services and essential medicines, challenging discrimination within health systems, and involving marginalised groups in health-related decision-making.
- Freedom of Expression — projects advancing legal protections for free expression and civil society itself, promoting access to information and press freedom, strengthening civil society engagement in human rights mechanisms, and using art and creativity to advocate for these freedoms.
- Climate Justice — projects protecting the rights of those most vulnerable to climate change, addressing the root causes of climate injustice, centring young people in climate policy decisions, pursuing corrective justice and accountability for climate-related harm, and exposing the uneven social costs of both climate change and climate mitigation policy itself.

Whatever theme you apply under, your project must demonstrate real integration of gender considerations into its design — the Foundation gives the example of a healthcare-access project showing it understands not just how gender affects access generally, but how gender intersects with other factors like race or age for the specific population it’s targeting.
Does Your Organisation Qualify?
Your organisation must:
- Be a registered not-for-profit civil society organisation in an eligible Commonwealth Foundation member state
- Have at least three years of demonstrable experience in participatory governance and advocacy within your proposed project’s theme area — organisations registered or operating for less than three years don’t qualify
- Not currently be implementing, or have recently completed, a Commonwealth Foundation grant without having received its final payment yet
- Propose a project that facilitates real, constructive engagement between civil society and decision-makers, not a service-delivery initiative
- Plan for the project to begin after August 1, 2026 and before the end of September 2026
- Request between £15,000 and £60,000, for a maximum of two years
- Keep the requested amount under 70% of your organisation’s total annual income, averaged over the past two years
- Have an average annual income under £2.5 million over the past two years
If your organisation partners with others on the project, only your organisation, as lead applicant, needs to meet these criteria — partners don’t.

What This Call Won’t Fund
Knowing these exclusions upfront saves wasted application effort:
- Attendance at training courses, workshops, or conferences, unless it’s part of a larger funded project
- Academic study or research on its own, unless it’s part of a larger funded project
- Publishing books or films independently, unless part of a larger project — this doesn’t restrict a creative element within an approved grant
- Exchanges between developed countries
- Activities focused solely on building capacity within government or the private sector — if your project needs to train government officials, that specific component needs separate funding
- Service delivery projects, such as distributing medicines, building facilities, or installing infrastructure
Partnerships and Other Considerations
- Partnerships are welcomed but not required. Partners can be informal — community groups, social movements, individual artists, or activists — and don’t need to meet the formal eligibility criteria themselves. Registered partner organisations in the country of implementation do need to submit their own registration certificates.
- Government and business entities can’t be formal partners, though informal collaboration with either is welcomed if it strengthens the project.
- Youth-led organisations are specifically encouraged to apply, even though youth engagement isn’t a formal fourth theme.
- Organisations in small and vulnerable Commonwealth states are strongly encouraged to apply, and even unsuccessful applicants from these states may be contacted about other funding options.
- Existing projects can apply for continuation or expansion funding, not just brand-new initiatives — you’d need to clearly explain why the additional work matters and what impact it will have.
- Shortlisted applicants can request up to 5% of their grant amount for organisational capacity strengthening, separate from direct project costs — but this isn’t something to include in your initial application, only if you’re shortlisted.
- An organisation can only appear in one application under this call — either as lead applicant or as a partner, not both, and not across multiple applications.

Commonwealth Foundation Grants Documents You’ll Need
- A completed online application form
- A logic model, using the Foundation’s provided template
- A clear scan of your organisation’s registration certificate, with a certified translation if it’s not in English and your application is shortlisted
- Additional evidence of not-for-profit status if your registration certificate doesn’t state this clearly, such as articles of association
- Names, roles, responsibilities, and contact details for your board members or trustees
- FCRA compliance documentation, if your organisation is based in India
- For grants of £15,000 or less per year: either audited accounts or annual accounts (balance sheet, profit and loss statement, and notes), signed by your Board or principal executive officer, no older than December 2023
- For grants above £15,000 per year: audited accounts specifically, including the external auditor’s signed-off opinion, no older than December 2023
Incomplete applications aren’t considered, and financial documentation can’t be submitted separately after your application — it needs to go in together.
How to Apply for the Commonwealth Foundation Grants
- Confirm your eligibility using the Foundation’s eligibility quiz and country map before starting anything else.
- Register a SurveyMonkey Apply account. This is the only platform the Foundation accepts applications through — email and postal submissions aren’t considered.
- Complete and submit the online application form. Filling in the form doesn’t submit it automatically — you need to return to the main screen and click Submit.
- Upload every required supporting document alongside your application, not afterward.
- Confirm your submission went through. You’ll receive an acknowledgement email from [email protected] shortly after submitting. If it doesn’t arrive, check whether your application actually submitted, whether the email went to a different address entered on the form, and your spam folder, before contacting [email protected].
Reach out early if you run into problems — the Foundation is explicit that last-minute help requests may not get a response in time, and there’s no submission allowed after the deadline regardless of the reason.

How the Commonwealth Foundation Grants Applications Process Works
The Foundation typically receives around 1,000 applications per call. Assessment weighs:
- Whether your organisation meets every eligibility criterion
- Your organisation’s track record in advocacy work
- How clearly your application describes the problem you’re addressing
- How clearly you explain your approach to resolving it
- Evidence that you’ve genuinely consulted the people your project is meant to benefit
- How persuasive, timely, relevant, and feasible your proposed approach is
- Whether your organisation can realistically deliver the project within the proposed timeframe
- How seriously your organisation demonstrates commitment to gender equality
Application Deadline
Closed October 23, 2025 at 1pm BST. Shortlisted applicants were contacted by the end of February 2026 — if you weren’t contacted by then, your application wasn’t successful. Final outcomes were confirmed by the end of June 2026, with project implementation expected to begin in the third quarter of 2026. Can our organisation apply if we’re less than three years old?
No. Organisations registered and operating for less than three years aren’t eligible, regardless of the strength of their proposed project or track record in other areas.
Can we apply if we’re currently receiving a different grant from the Commonwealth Foundation?
Only once that grant has fully concluded, including receipt of your final payment. If you’re still implementing a Foundation grant, or awaiting final payment on a completed one, you’re not eligible to apply under this call.
Do we need a partner organisation to apply?
No. Partnerships aren’t required and aren’t part of the formal selection criteria, though the Foundation encourages applicants to consider how partnerships could strengthen their project’s reach and impact.
